Those fixes doesn't take a lot of money if it is a long term. Usually they stay for multiple years.
If it is easy to find tenant, don't pick Section 8, otherwise, still fine to take some overheads.
In the areas that my rental properties are, the renting market seems to be hot. So no bother for me to consider Section 8 and those overhead. Normal family treated my houses very nicely and it is what I preferred.
