40% delinquency rate 的房子敢要嗎?

看中一處房子， 小區 HOA delinquency rate 有 40%.

說是１０戶裏麵有４戶不交HOA費. 這個房子本身不欠HOA費

屬於連體屋，好出租，但是房客群主要限定在低收入的人群。有正現金流

請教大家的，收還是不收？
