I feel you misunderstood her number.

 Her situation might just be a half-day, probably 3-4 day a week.  It is much more expensive in Maryland than that of your place.  The same deal will cost at least $1300/month even for a 4-5 year old. It easily goes beyond $1600 for a 2-3 year old.
