The whole roof needs to be replaced?

If that is the case, it will cost you a fortune. Sounds like a lot of other work, too. If you can get similar move in ready house for around or slightly above 170K, I would not buy it. It also draws a lot of cash if you are financing.  Too much work and risk, too little reward.
