The CS Rep asked to bring in $$$$ to pay off then change name 回

For a clear title/fee simple transaction, can buyer demand these fees/balance cleared away before/at the settlement?

The Settlement attorney is admant he is only taking care of the utilities placed a lien on the property, ie. water.

I serious doubt the dead beat seller will honor the unpaid bill on a property he owes from HOA, property tax, water, elec and gas.

I am in MD - is this policy same from state to state?
