Should we buy a house with signs of indoor flood, please? Thanks

Just saw a condo for investment, built in 1994, looks good, but had flood signs at the bottom of cabinet and refrigerator in the kitchen. The living room floor is changed to hardwood floor, the bedrooms have carpet. Which make us think indoor flood in kitchen and living room.

What should we look for further?

Is it worth of buying it, please?

I got a lot of help from a lot people in the past here, I greatly appreciate it, again.
