白人PM這麽說有道理嗎？有一個申請者就不可以再考慮其他人啦嗎？

目前有一個申請，在等reports.和前一個房東似乎有些不太愉快，而且是未婚夫妻。房子空在那裏，他們三月下旬才能搬。我和PM講，再多讓其他人看看房子，看看有沒有可以早搬進來的。她說不行，因為如果他們是最早遞申請的qualified的申請人，就不能discriminate他們。有這個說法嗎？
