Commission 要 買家付, 有這樣的嗎?

在看一個房子, offer 條款中竟然要買方付 3% compensation, 有這樣的嗎?

 

還有下麵這段話是什麽意思?

"Buyer understands that there will be no SPDS (Seller Property disclosure Statement) nor a CLUE report due to seller acquiring the property through foreclusure and never occupying the home"

有風險嗎?
