How to ensure the title of the property is clear...

I am just confused recently by the property title things.

For example, there is a property for sale in the market for a few months, then it was withdraw and put it in the auction for sheriff sale. In general, there is no guarantee on the title for the property for sheriff sale. 

My guess is: if this property is already put in the market for sale for a few months, that means it must have a clear title, right? if that is the case, do i still need to do a title search to find it out if this property is clear from other liens before bidding it? and where to go to do a title search? is there a website that i can go and pay for it or i need to find a title company to do so?
