just fill up a form, provide two pictures and find three nearby comparable properties that are sold less than your property.  to make you life easy and avoid comparables, you can also spend $300 to get an appraisal, the board usually take appraisal, that is still much cheaper than the 1/3 duduction for  lawyer fee.
