The board is governed by CC&R, the constitution of your community. So many of what you listed are absolutely No No, as cutting those is unconstitutional.
However, you can fairly easily turn other peoples money to you. You can order to paint your wall, replace your fence, plant flowers around your home, add lights to beautify your home, build a child playground if you have tiny kids, then replace it with a basketball court when your kids to teenage, etc etc. Or when you are old and want to have an absolutely quiet community, convert the basketball court to a gated garden, and set many very strict rules. Note, all these are constitutional and you are in Gods name to mange the "common" properties.
Basically HOA is a mini US white house plus Capitol hill. It is almost impossible for Obama to cut down any cost, but it is fairly easy for him to reward his supporters with tax money. And it is fairly easy to levy fees.
To the minimum, you have to be on board or someone else will do that to you.
