You can do this shovel ready job:
1. dig out the snow/ice to make a connected loop of trench to expose those water under the ice;
2. show those water the way to flow away by itself.
3. extending the downspout away from your basement wall by hooking up a piece of PVC drain pipe (lowes/HD have this).
4. dehumidify your basement
