Any time, when she starts to raise her voice again, hang up the phone. Let her know that if she cannot talk normal with respect, then don't talk. And if she doesn't like the house, she can move.
I've been dealing with this type of AA employees for some years on/off projects. The best way is to avoid them. 2nd best way is to let them know that they have no chance to take advantage of you.
Next time, don't rent your house to these AA government employees. Government cannot fire them, but you can.
