I am renting my new rental house so I did some search for free information.
From a county's webside, I can go to Public and Official Records (something like that, it will vary from county to county). There is a link to Public Access to Court Records. It leads to the Superior Court web side. There are two links. One is fee charged search and one is free search. It needs drive license and date of birth.
From CA Department of Justice, one can get only personal records.
"Access to criminal history summary records maintained by the DOJ is restricted by law to legitimate law enforcement purposes and authorized applicant agencies. However, individuals have the right to request a copy of their own criminal history record from the Department to review for accuracy and completeness. Requests from third parties are not authorized and will not be processed."
The person needs to pay some money, do finger prints and forms to get that person's records.
