For example, it's probably difficult to carry out the Bay Area. Right now as soon as a REO hits the market, someone snatches it. If the banks can fetch more money by selling to individuals easily, why would they have to negotiate with big investors?

Plus, the big investors will have to get much more money to buy 100 houses in the Bay Area than elsewhere.
