You are entitle for full refund since they did not send you the list within 30-day of end of contractor/moving-out.  I saw a case in the court: the tenant trashed property, but the landlord did not give the final check-out/cleaning list within 30 days.  The landlord lost the case in the court and have to refund the deposit in full.
