以史為鑒：現在基本上所有人都要交的Income Tax是1913年才有的。當初的口號就是對1%的富人加稅

開征時有3%的人要交income tax。當時的起征點是年收入3000美金，換算到現在大概是1M。現在呢，嗬嗬
