請教， 樓梯扶手問題

租客說： the stairs in the basement is very unsafe and the handle bar since we moved here has been very bad , today my sister slipped snd fell all the way down the stairs and couldn`t not catch herself and she hit the wall very bad and she is very pain. I think the stairs needs carpet to be safe.

這個扶手是一位做地板的中國師傅兩年前裝的。 本人做地主實在沒有經驗， 請教我該怎樣回複租客？要區分責任嗎？先謝謝了！
