打算seal roof vent， cement with mask taping還是jack flashing哪個好?

坐標南加州，今天來了兩個roofer， 都是老莫， 說了半天我也沒聽太明白。 
一個是說， 加固現在的cement，外麵用mask taping來seal。
另一個說， 用Jack flashing， 我Google了一下， 貌似要換掉現在的vent， 重新換成帶金屬底的，壓在tile下麵
這兩個價格差別挺大，但是都可以接受。 
我想問應該哪種的seal效果好， 而且容易maintain?
