you need a permit with an estimated amount of cost

if there is no need to replace any framing lumber, you probably don't need an engineering drawing.

from what you said, i think you need these inspections:

fire block

insulation

electric

and finally the interior (doors, windows, walls, floors).

firefighter typically will break drywall and remove insulation to make sure there is no hidden burning materials.
