求助萬能的理財版：這個馬桶的shut off 在哪裏？

坐標南加，2018年的房子，馬桶堵，派了plumber 去修，plumber 想把馬桶挪開看看下麵，發現不知道怎麽把水關掉，特地拍了照片派我過來詢問這裏見多識廣的大佬們。那個白色圓圓的東西看起來像是開關，但是plumber試過沒有用，不能轉，推拉都沒有用。跪求跪求！
