Yes.

Ask HR Block before you contribute, follow their instruction to make every effort to avoid being treated as 2023 contribution. 

3. 每年可以從traditional IRA 轉到Roth IRA 的錢沒有上限？ Yes or No?

Yes. but you have to pay taxes.
