請求幫助， 怎麽回複房客要求建fence的要求

好房客， 在我一個學區房住了6 年， 離婚了， 最近又跟初戀住一起了。 前妻非常nice， 這個初戀事多。 他們住一起，孩子多了，  需要大點的房子， 正好我的一個1 mile 內， 2013 年新造的房子空出來， 可以讓他們住， 於是就住了進去。 

結果這個初戀有3 條大狗， 而且還是service dogs。  

現在lease 快結束了， 我給了漲租$100， 結果他說， 想加個fence， 他們出錢， 也會按照HOA規定來加。 讓我不要漲租了。 

上個房子他住的很不錯， 門框還是被他的狗啃了。 我也沒好意思charge太多， 現在4 條大狗， 我又怕狗的。 4 條狗全部關在室內， 這房子也是完蛋了。  ：（
