No... HOA members have normal life... PM is hired do the job

They only on a monthly or bi-monthly meetings to deal with issues not clearly defined.  PM may try to brush you off.  You have a strong case to get HOA pay the bill, in my opinion and experience.  Forget about the insurance, the damage may be lower than the deductible.
