Not sure about plumbing

Some of the towns require the owner (not the GC, to avoid conflict of interest) to hire a certified electrical inspector to perform inspection. 

In NYC, electrical and plumbing inspections can be performed and certified by licensed electrician and licensed plumber, respectively.  Inspectors from DOB don't have to come.
