叫什什來著？政策-對策的經典方法。底線是他們（大部分）明知故犯不交房租。對那些誠實確有困難的，俺可是減免、給他們幫我們幹活的機會。誰家也有個難處。對deadbeat, 仁至義盡後，就得公事公辦，包括bend 那些不合理的rules.
