This can happen under certain circumstances

Note that the difference between temperature cannot be too extreme; water at 99 degrees will obviously freeze slower than water at 0 degrees. However, 70 degree water can freeze faster than 30 degree water; this is called the Mpemba Effect. The major fallacy here is that although the 70 degree water is initially the same in mass and composition as the 30 degree water, changes in those properties can occur while the 70 degree water is cooling, which may cause it to freeze faster.
