隨著A市以信息化帶動教育現代化，以教育現代化推動教育發展戰略的提出，A市市委，市政府不斷加大教育投資力度，使A市教育信息化建設的步伐不斷向縱深發 展，A市中小學校園網、教育城域網在逐步建成。為了全麵貫徹黨和國家的教育方針，進一步促進全市中小學學業評價製度改革，形成科學、完善的學籍管理製度， 市教育局在總結經驗、深入調研、廣泛聽取意見的基礎上，製訂了《A市中小學學籍管理辦法（試行）（共五十三條）》，要求各區教體（教育）局、市直各中小學 校要認真做好學籍管理工作，做到學籍管理有專人、專機、專室。

City A has established a strategy for developing its educational system, which is based on information digitization to modernize and finally achieve development in education. Consequently, the CCP Committee and the government of City A have continuously increased the investment to facilitate the digitization of information which materializes in the gradually setting up of on-campus intranets of all elementary and middle schools and the intranet of all educational institutions. In order to implement the educational policies of the CCP and the central government, to reform the performance evaluation system of City A’s elementary and middle schools and to have a scientific and comprehensive students registration system, the Education Authority of City A has drafted an administrative regulation – “The Regulations for Student Registration in Elementary and Middle Schools of City A (on the trial basis, all thirty-five clauses) “ which requires all institutions under the City A Education Authority to have dedicated persons, dedicated rooms and computers for student registration management.
