In all, the perfect language skill is not a critical factor to earn a living, and there is no incentive for adults to enhance their language skills beyond basic needs.

Parents are willing to spend thousands and thousands dollars to send kids to learn and try new things, but it is almost impossible to get spouses to agree on spending thousands and thousands dollars to hire a private tutor to improve English. Also, time is a critical facor. Kids have all their time at their disposal to observe and learn communications skills, but parents only have late nights to grasp a few key contents.
