I agree with the methods mentioned in the article but I have different opinon of the timing.

If spending the whole year starting from scrach without doing anything else, I think one can carry the dialy conversation with others without any issue. But freely master English, it is not only the vocabulary you remember but how to use them and when. This involves in massive readings and intense interactions with others. I have passed TOEFL and GRE 8 years ago and keep taking different level of English classes, but I cannot say that I use English freely express myself.

It is long term process to learn English.
