No doubt, this sentiment has been expressed for many thousands of years.
However, one early use is recorded in 1726 when the Scottish physician, satirist
and polymath, John Arbuthnot (~1667-1735) wrote, "It Cannot Rain But It Pours".

In the light of this proverb, we've long noticed that the rain tends to delay
our commute train. No doubt that slippery tracks call for extra caution, it
would take longer to brake, and even iron horses may hydroplane. It is only
natural in sunny California where driving prowess, the sense of direction, and
sometimes gravity can suddenly vanish on a wet surface, whose psychoactive
effects in this part of the country have been under investigation for years.
Marijuana sales have plummeted since December and meanwhile local authorities
have been levying taxes for more cambered roads and superelevation ramps.
At the end of a brief dry spell with above-normal temperatures, we are bracing
for a new round of atmospheric rivers, which made a name for themselves last
winter by flooding homes, uprooting trees, tearing down power lines, and
