blacked out usually means that someone has experienced a temporary loss of memory and/or vision. That's also something that must be noted in an ER medical chart if it has ever occurred to a patient. Depending on the context, it may also refer to a document being redacted (with parts of it having been blacked out).
The sentence sounds a bit odd to me. BTW, being
