few thoughts

“WAIVER & INDEMNITY FOR DRIVERS AND PASSENGERS” may not a title of an official legal document.  If it is the "DRIVERS AND PASSENGERS" need to be defined in the body of the document.

I think  that "WAIVER & INDEMNITY" can be translated to "免責“ all together.

WAIVER means that the participants understand what the organizer claimed and give up the right to seek legal consequences against the organizer in the event injury occur.

INDEMNITY means that the organizer claims that the participants have been informed of the danger of participating the event and the organizer will not take any legal consequences of the participants action.

均為免責聲明, 但出自不同角度, 並寫在同一文件中.

It was based on my understand.  Somebody know better the legal documents could help better.
