請教大家一句話？

我一朋友在中國在外貿的，她是賣家，有一買家的e-mail裏的一句話是這樣的"if we get at least 5% of the quoted rate,we may go ahead with the order."
我在網上找不到對於quoted rate 好清楚的解釋，問了一個來我們島工作的美國科學家，他也說得不太清楚，但是他好肯定5% of the quoted rate並不等於5% off.
請問大家知道這說的是什麽嗎？謝謝。
