It is a Chinese noun that recently becomes popular on the web, and can be roughly translated as“loser” or “pleb”. 

It refers to someone who is from the countryside, average-looking, and lacking in confidence, social skills and romantic luck, having a poorly-paying job, and leading a miserable life with little future. 

It can be used to refer to a guy or a girl.
