They both have 是否 的意思

I would reserve "whether" for the expression in which you can list two choices, or you explicitly add a word "not" (usually in the end, but not good for a long sentence).

我沒有說"whether" wrong here.  Just my opinion.我在著眼一些細節，提出我的看法，不是要砸誰。
