重婚罪

我的一個朋友，他在國內結婚了，有了個14歲的女兒，老婆女兒都在外了，女兒在這裏讀美國的學校，老婆做導遊。日子過的滿好的，但是溫飽思淫欲，認識了一個小姐（也是中國人，那我們就會理智的理解事情的發生了）小姐以為他是個很有錢的人，在兩年前為他生了個女兒。現在這樣的情況他在美國的法律上是重婚還隻是通奸呢？
外人可以到哪個部門告他嗎？還是隻有他的原配老婆？怎麽定罪呢？
