HOA 要罰款，合法嗎？

買了新屋，就想換家具，圖個新，看了一年，終於定了一家公司的產品，也幫父母兄弟姐妹多定了些，圖個大折扣，運費也能省好多。放到自家的車庫，慢慢調整。老家具也慢慢低價讓出去。HOA 來信說，車子停在公共停車場是不可以的，打電話去解釋臨時情況，暫解。家裏臨時出點事，動作慢了點，半個月後，HOA 又來信，要罰款！ 看了看，平常公共停車位都是空的，也沒影響到誰，覺的挺生氣！

GGJJ,大家看看，這種情況，我該怎莫處理？交罰款好象覺得挺過分的。。。
