Please help on car accident again

Sorry for posting again. I really do not have confident idea how to handle this.
I have pulled my car in the parking lot and a police backed her car and hit my front door. The distance I drove in the parking lot is at least three times of the distance the police backed her car. It was a small parking lot. In the police report, he wrote down clearly I drove straight forward and the other car is backing up.
My door cannot open. Replace the door need round $1600. Police told me I should take 50% responsibility. I think it was 100% her fault and she admitted that when she just got up her car. I just have libility insurance. My insurance cannot help me to argue. I think I have to go to the court. I found one attorney who may like to handle this case and I have not talked with him. Should I just go to small claim court? How much possibility I can win? Who should I sue, the driver or the insurance or the city investigator? Thank you very much
