a clear " stealing".

when the job seeker came to the office bringing the file to show to your LG and the boss, it means, the file is not confidential to your LG and the boss. The file is not a physical thing, but Intellectual Property. As long as your LG doesn't claim he is the author, nor does he uses it at work without permission from the author, it is not "stealing".
