A friend of mine came here on a B1 visa. He doesn't want to go back to China after the visa expires. He asked me to issue an invitation letter using my company's letterhead so that he can extend his B1 visa. I feel very bad about it... Does this count as immigration fraud? What would be the penalty if it is found out?
Thanks a lot!

Just leave a letterhead to him. Don't sign anything.
