Police's oral word not usable unless it's court testimony, and police report can't say who's at fault.
So this "no-fault" will be up to insurance company's adjuster to reduce their payment (or refuse to pay).

If I am the adjuster and you tell me you don't care why, then I will make decision: No pay.
