As a tenant, you do have right to quiet use and enjoyment of the property. Your landlord has very little liablity, if any, since he or she does not control on the neighbor.

Your first and foremost task should be in the city codes. Most cities have ordinances to regulate quiet time zones. Make sure there is no violation to the city code. For exmaple, if the contruction is going on beyong reasonable hours, like 12 am at night, it might be a violation that you should report to the city attorney. The city code may also contains regulations on the deciblel level. 7 am on weekends might not be ok but you have to check.

Second, study the bylaw and CCR of your HOA, if any. There may be further regulation on how and when the contruction can be carried out. If there is a violation, report to the HOA.

If there is any violation of the city code, the construction is definitely not reasonable and you can get an injunction, but only to the point that the contruction is within regulation. For example, you cannot prevent the contruction during normal business hours on a week day. You may also collect damages, if any.
