對離境的外國人怎麽執法罰款

各位看官，請教請教。

我親戚的小孩（26歲）開我租的車停牌未停在LA被照了像。罰單寄給我，$500 還要扣點數。我發傳真申述說相片不是我 ，現在罰單轉到親戚的小孩名下。可是小孩已經讀完書回中國了。現在還要交罰款嗎？不交有什麽後果呢？對離境的外國人怎麽執法呢？小孩以後還有可能來美國旅遊。
