It depends.

Did your neighbor invite your daughter? Did your daughter get permission to go there? Play in the back yard? What kind of shovel? Did her parents tell her not to play the shovel? Where did she get the shovel?  There are so many unknowns before one can answer your questions.

Generally speaking, a child's tort liability cannot be imputed onto the parents. You can hold them liable under negligent entrustment theory among others. Without enough information, it would be difficult to say one way or the other.
