情況簡述：
我是同時給父母申請親屬移民的（但是作為兩個獨立case), 現母親已經通過麵試了，而父親還被卡在上傳的Civil Documents 審核一關（今天剛收到NVC更新，又被打回來了），打回的理由如下：
Part of this document is missing. All notarial documents must have an English translation, and be attached with a certificate stating that the English translation is in conformity with the Chinese original. Please ensure all sides of every page are scanned and visible. Please visit https://nvc.state.gov/scan
-It seems the translation part did not meet the USCIS requirements. Please read the following links for the translation requirements and then do the translation again. You may find a Translation Service in US (Google to find one) to do it for you or ask your friend to do it for you based on the USCIS requirements. Then, provvide the new treanslation version and the original 公證 to NVC. Another choice is to find a new 公證處 in China which knows the US immigration law well to do the 公證 again.

幾個沒過的document都是中國的公證（包括出生，無犯罪等等）。
-It seems this 公證處 does not know the US immigrantion law well.
幾個月前也是這幾個被打回來，我當時以為是有些頁複印得不清，於是重新上傳時每一頁都印得非常仔細，清晰度肯定沒問題， 但還是被拒收，我就實在想不出有什麽拒收的理由了：隻可能是我爸遇上了一個極為刁鑽的審核人，因為這些中國的公證書，在我媽的Case申請中完全沒有問題，而且我爸以前在辦理加拿大移民中也反複使用過，沒有任何問題，而且我們以前自己的移民不也是這樣上傳國內帶過來的公證嗎.
我最後琢摸來琢摸去，是不是問題出在中國公證書的封麵，

是不是這位審閱人認為封麵沒有對應的英文翻譯於是簡單粗暴的拒收？也就是說，要讓這個人滿意，是不是必須把封麵過掉 （不上傳），這樣的話， 隻上傳裏麵的內容，正好是一頁中文一頁英文？8老師怎麽看？
另外，請教8老師， 遇到這樣的問題，有什麽地方可以有效的申述？我試過這個，https://travel.state.gov/content/travel/en/us-visas/visa-information-resources/ask-nvc.html 擔感覺完全無效。8老師有其他途徑推薦嗎？
