為什麽我們的律師辦LC不先打廣告

很迷惑的一個問題：我們的律師2003年給辦工卡（在學校做research assistant）時說不用先打廣告，原因我不知道，但好像同PERM有關的一個策略。但別人相同的情況，但是他們的律師都要求先打廣告。有什麽區別嗎？現在該怎麽辦呢？目前我已經升到research associate， 工資也比以前升了許多，對工卡申請有利嗎？還是申請時隻看以前的遞上去的東西。多協回複。
