尊敬的皮匠老師和86老師，請教關於申請H-1B的問題：
我準備下周五（12月3日）之前將我的申請表快遞出去，我沒申請加快辦理。現在我的疑問是：最近帖子上都說不加快的H-1B的批準周期在4.5個月，這樣推算的話，如果我的case被批準，就已經到了2011年的4月中旬了，那麽我這樣的案子的配額是算在今年的配額裏麵還是算在2011年4月以後的配額裏麵呢？
-There is the 2011 h1 quote available at this moment and if you file your application now, you still have a very good chance to get the 2011 quote. There is not different chance to get the h1 quote between regular processing and premium processing because whether you get the H1 quote depends on the h1 petition receipt date, not premium processing or regular processing.
這樣跟明年4月份的交錯的處理時間對我的案子有影響嗎？
-No. But if you can not get the 2011 H1 quote, your h1 petition will be denied. Then, you have to file it again after April 1, 2011 for the 2012 h1 quote.
您能不能給個建議，我是否需要辦加快？
-Not need if you do not want to.
我沒辦加快的原因有三，一是申請費都是自己掏錢，二是申請下來就開始扣稅（現在錢太少，扣稅就更少了），三是我的J1到2011年的9月底。
另外一個問題再請教：
聽說到美國三年才開始扣稅，我2009年的7月到美，之前的J1不扣稅，轉H1之後是扣稅還是不扣稅
-After you change your J1 to H1, you have to pay the income tax because you can not use the benefit of the treaty between China and US anymore.
