1.根據您的經驗，同樣情況下，現在這個時間段申請的話，被拒的可能性是不是比較大？因為剩餘時間不多了，但是普通配額還剩餘1萬多。

-If there is not h1 quote available or the h1 quote number is very limit, USCIS will announce it publically in advance. So, you have a very big chance to get the H1 quote if you file it now because we have not received any warning from USCIS about the h1 quote avaibabilty at this point yet.

2.如果被拒，申請費會被扣掉嗎？

-Correct. The H1 application fee will not be refunded.

唉，很慘，自己出申請費。
