485 denied----Help Please!

My 485 was filed by myself after I-140 approved (NIW) on July 17, 2007, USCIS had a one month open for all over the cases for I-485 submission, However, my filed case was returned to on August 27, 2007 due to the incorrect fee, the rejection notice asked me to re-submit with correct fee but they did not assign a receive date, however, after corrected this and resubmit, they receive my package was September 30 which was ex pirated the one month open period.
The reason they denied saying `the immigrant visa was NOT immediately available at the time you filed your application on Sept,30 2007...`

I was really shocked, Please give me some suggestions,,,,Thanks
